Unfortunately, they cannot be used by:

Governmental entities and organizations
Hospitals and medical groups
Schools, childcare centers, academic institutions and universities

To qualify for a Google AdWords grant, your nonprofit organization must:

Hold a current and viable 501(c)3 charity status
Have a valid and “substantial” website
Agree to Google’s terms of use
